Can you understand a simple solution?
Like change the federal income/payroll tax system based on production with taxes on income, savings and investments to a tax system based on consumption with a progressive sales/consumption tax system. The solution is now a bill in Congress and called the FAIRtax Act HR 25. This pay as you spend system includes a monthly tax refund, called Prebate, based upon a legal family size spending allowance, so as you spend more your effective tax rate progresses from a refund to a max rate of 23%.
