CA needs to at least detain the illegal alien within its own borders or send him/her/it to another sanctuary state. The rest of the country is closed for illegal alien trespassers.

First, to the best of my knowlege, as a retired Senior Inspector from US Customs and INS, THERE IS NO SUCH WORD CALLED SANCTUARY IN THE US CODE, which is the relevant source for all immingraation issues. It properly belongs in the 12th and 13th cent. in Catholic European, and mostly was used by the nobles to avoid prison or death due to their deadly conflicts. Check your history books! The INS can and should process valid requests, but not for everyone. Hear’s a thought….Change federal law so that all US Embassies, which are considered American property under international law can initiate a claim in the country where they are. Then all the data can be sent to the INS in the USA. No more illegals allowed in until their claim is approved. Simple, isn’t it?
