No Attorney here, but let’s use Cheney. She hasn’t been charged, that I know of, she hasn’t been arrested, she hasn’t been tried, she hasn’t been found guilty, and hasn’t been jailed. So, can someone please explain to me, how can Biden pardon Liz, or is it like a get out of jail card free for past, or future offenses? If so I want one!
Well, after a little research, apparently the US Constitution gives Joe the power to pardon Liz for any crime except impeachment, even before she commits them . So, if she commits armed robbery does her before hand pardon cover that too?

Yeah (SAVE US THE TROUBLE). It’s like Blinken’s State Department giving the TALIBAN the names of those brave Afghans that helped our troops, so we could bring them back to the USA later on.
